Something that I and some of my Soviet colleagues understand but you do not is that sometimes nature is left alone.
The arctic estuary is one of those areas. The presence of your country's research vessels in the estuary is upon the grace of the Norse kings. At Perth on July 2, 1266, no allocation was made in the great sea to the north of the Hebridies.

Owing to the wars your country has pursued in this century the United States will cede Alaska to the RSFSR, to be administered via the Nordic Council. Reparations will be paid via natural resources from the territory after which when completed it will be administered on behalf of the native population. Hawaii will become independent, and your county's overseas territories will become independent or transferred to another state.
The abolition of your country's standing army is also a requirement.
